Michael S. Miller
Michael S. Miller founded Property Room Consulting, Inc. to help law enforcement agencies strengthen the systems behind their property and evidence operations. A retired Chief of the Ventnor City Police Department, he combines police leadership, evidence oversight, accreditation experience, and practical instruction to help agencies identify weaknesses and make lasting improvements.
His consulting work includes property and evidence audits, inventories, remediation, disposition planning, policy review, and training. He works with evidence custodians, supervisors, and command staff to improve accountability, strengthen chain-of-custody practices, and bring written procedures into alignment with daily operations.
Michael has trained hundreds of law enforcement officers and civilian personnel and provides expert witness services in matters involving property and evidence management. His approach is direct and practical: understand the operation, establish what the records and physical evidence show, and develop solutions the agency can carry forward.

Frank Culmone
Frank Culmone brings extensive municipal police leadership and an operational perspective to Property Room Consulting, Inc. He served as Chief of the Longport Police Department from 2015 until his retirement in 2026, following a career that included patrol, supervisory, and command assignments.
A graduate of the FBI National Academy, Frank also completed the New Jersey Command and Leadership program and advanced executive leadership training. His experience leading a police department informs his understanding of the staffing, supervision, coordination, and accountability challenges agencies face.
As PRC’s General Manager, Frank supports client service, project coordination, and the delivery of consulting and training services. He helps translate agency needs into clear priorities and organized action, with an emphasis on responsive communication and practical follow through.
